my r19 is idling at 2000 revs all the time? it normally idles at 1000 revs?

the anti-perc system seems to be working ok, buzzing and water circ noises after ignition turned off, ive just flushed cooling system, added 50-50 water & ... |

my phase 2 r19 starts first time when cold but after running ,turn her off and try to turn her back on again she turns over but wont fire!!
