Its worse than you think chaps.
GPS isn't the worry. RFID tagging plates is. With a reciever at every motorway/trunk road junction linked in with ANPR/Traffic Master it'd be easy to trace specific cars as well as time between two points for automated speeding fines. The technology is already here and well developed, see

Personaly I consider this a massive infringement of my right to move freely and without duress, much the same as ID cards. As such once plans for the above and for ID cars are set and dates for introduction confirmed we'll be moving my business and cars to NZ. Thanks to modern communication technologies we can still ship to our client base in the UK within 48 hours and the costs of flights and hotels when in the UK to carry out development work are offset by the saving in tax.
