I have twin webber carbs on my 1.4 energy?

I'm just guessing but yes you might have but not twin webber 40's. You probably have a single twin choke webber which is a little differrent.

Oh by the way.........feel free to call me a plonka if I'm well off base with this.

The carb on the Energy is a Weber 32 TLDR. What that means, I haven't a clue.

Can you tell me what those are exactly in the picture, as they look like they will fit the 19 exactly, although I have a 2L williams in the car.

Apparently from what i have been reading they are a good substitute for a turbo, with cams uni-chip etc etc.

Those are throttle bodies not carbs but i know what you mean and you defo don't have em standard.

With regards to webbers as good sub for a turbo very much so......correct me if I'm worng anyone but cams and webbers tuned right should be about a 25-30 bhp increase.
