Under a planned order, amending the terms of the NCT, cars will be failed if they are found to contain unauthorised modifications after January 1st 2006.

Mr Callely said he was also planning to establish an NCT technical forum to which the public and other interested parties could make submissions on possible future changes to the test.

He confirmed that a mid-term review of NCT Service (NCTS) Ltd had been completed and that the Swiss-owned company would continue to operate the test until 2009.

As part of the planned reforms, however, the company may have an expanded advisory role for motorists taking the test.

It is proposed that NCTS will advise motorists on technical issues, such as tyre quality, aside from deciding on success or failure in the test.

Speaking to an Oireachtas committee yesterday, Mr Callely expressed his concern about the high death rate among young men on the roads, as well as the "boy racer" phenomenon.

At the same meeting, Minister for Transport Martin Cullen announced plans to extend the penalty points system early next year to incorporate offences such as dangerous overtaking, failure to obey traffic lights and road signs, and crossing the continuous white median line on roads.

"I have been assured that the necessary support framework for a significant extension of the system will be in place by April next year at the latest," said Mr Cullen.

"I have asked my officials to press with their colleagues in the Department of Justice, Equality and Law Reform and the Garda Síochána to advance that date, if at all possible."

The Minister said he would also shortly bring forward a Bill creating a tendering process for the privatisation of speed cameras.

The Garda, with the assistance of the National Roads Authority, would be responsible for choosing placement sites for such cameras based on "collision history and prevalence of speeding incidents".

Mr Cullen added concerns about a legal challenge meant he would not be establishing random breath testing before the end of the year, despite such a recommendation in the Road Safety Strategy.

Kathleen Lynch (Labour) questioned the Minister's commitment to road safety, citing a claim to the committee by chairman of the National Safety Council Eddie Shaw that he could not adequately plan certain campaigns because he did not have the necessary money in advance.

"Mr Shaw never raised that with me," Mr Cullen replied. "So I am surprised that is being said."

The Minister said anything Mr Shaw had sought from his department had been granted. He added that as legislators, "we must strive to look at this subject in a dispassionate manner".

A bit of a sweeping statement that those who wish to modify their cars are automatically deemed 'boy-racers'



It's a bit of a twist for a test that was designed to ensure that vehicles are safe to drive...

Looks like they're just targetting tints and big exhausts, I don't have a problem with that and it doesn't affect anyone here, only twattish cruiser types.

But I do appreciate that it looks like the thin end of a very clumsy wedge

i personally think they are quite right in a way
i mean look at it ,there are feckin nutters out there ,they make a 200 bhp tiny car with no extra safety features etc ,in the first apropriate moment they crash the first thing that came in front of them either kill themselves or the others . just because they have to prove they got the fastest car in the u.k

on the other hand we all like to rev up our cars and hear the roar from the engine ,feel the pull etc but this is not dangerous when done in a decent time at the decent place and especially with a sane mind !!!

i agree the feckers in that respect ,i think certain mods should not be carried out in cars as long as people keep takin the piss out of it

Well at the min theres no limit to how dark windows can be, i had limo tint all road on my old blue chammy and tbh it WAS dangerous

Noise limit is also a good thing

Better scrape the factory tint off the Lexus then... and change the taillights for errrrrr Lexus taillights!

Aren't there tint limits at the moment, 25% iirc making all but the lightest tints illegial, as most cars come wiht slightly tinted windows atm, AFAIK my 10 year old clio has slightly tinted side windows.

Don't forget not all boy racers have loud exhausts, alot of older people that i know that simply tune their cars up to go fast have loud exhausts simply to free up more horses, and is there not already a limit, in England on the noise levels?

Seems a bit silly. Noise levels, you only here it for a couple of seconds as it goes by.

Mine are silent until I boot it then they are pretty loud, but normal driving its whisper quiet.

I do know what you mean. I have to drive to Plymouth twice a week and that back box is starting to piss me off. Rolling Eyes

Might go back to a standard back box and sell that on ebay or something.

If I order it from some exhaust place can I take it away and fit it myself as they will rip me off for a piss easy job.

o your havin a LARRY the scoobs exhaust level is 115db at 4k 4 sodds sake how can u call a scoob a scoob unless its got that throat ey total bollocks pissed rite off now

lol sounds like its a riced up gay boy car then.

Standard scoobs come in at under 96bd at full chat. its dropped to 70 odd when held in 2nd gear constant throttle around 25mph, if you have a stock chip you will notice this it was put in to get round noise regs buit power goes so its dodgy when overtaking.

i neva actually asked him y he decided to have a stainless manifold, and 3" bore upto the 4" backbox theres no cat on it what so ever. when you start it on a cold start w8 until the temp needle is slightly above min and take off god does it miss like b***h summik to do with not having a cold start inj or summik always cuts out from cold unless you rev it a bit and then let it idle stinks of 99octane for 5mins or so lol

sounds like a heap of shite, I wouldn't touch it.

Tinkered with enough 500bhp ones to know they can be as nice as standard.
